By the 1860s the pastoralists were in dispute with parliamentarians over the payments they made for Crown Land they used for grazing. Many of the leases were due for renewal in 1865.
Between 1862 and 1864 in less than twenty months, Goyder covered over 20,000 miles visiting 83 stations between Wilpena in the North and Baker's Range in the South.
Five years later, several of the properties he visited, particularly in the South East and Central North, lay in the regions declared Agricultural Areas under the Strangways Act, 1869 that allowed the purchase of farming land on credit. Some wealthy pastoralists, such as F. H. Dutton at Anlaby, managed to maintain their pastoral properties by purchasing the land they had previously leased.
