The Across-Government Records Management Accredited Training and Education Strategy has been developed by State Records of South Australia to address the needs of South Australian public servants.
The 2003 Adequate Records Management Agency Self-Assessment Reports highlighted that less than 2% of Agencies have any formal records management-centric education and training programs for their records management practitioners and staff or induction programs for the trainees, graduates and contractors they employ.
Importantly, the incumbent State Government requires:
Agencies and Authorities to effectively facilitate the development of a more open and accountable government
all public servants to have knowledge of good records management practices and to more effectively apply records management principles
tools and systems used by records management practitioners to significantly contribute to the achievement of this objective.

To address this issue, State Records has developed the Across-Government Records Management Accredited Training and Education Strategy that includes four goals that need to be jointly pursued by both State Records and Agencies and Authorities.
These goals are:
All South Australian public servants are inducted into the principles of Records Management, Freedom Of Information and Information Privacy Principles via a State Records sanctioned education program.
All records management practitioners are accredited by State Records by completing assessment-based training to undertake the operational and/or strategic tasks commensurate with the role in their agency; State Records offers Recognition of Prior Learning (RPL) for all records management practitioners.
The core elements for all training and education in South Australian Government are developed by State Records to be customised by an accredited records management practitioner or consultant.
Delivery of all records management training and education is by a trainer with a Certificate IV in Assessment and Workplace Training who is also a State Records' accredited records management practitioner.
The Across-Government Records Management Accredited Training and Education Strategy aims to establish training and education programs, specific to the South Australian public sector, local and state, based on the ethos of lifelong learning. It aims to provide strategic targets as well as providing a planning tool for both State Records and Agencies / Authorities to utilise - initially until June 2010.

State Records has made a distinction between education and training.
Education in this instance is defined as attendance at a one, two or three hour training session, delivered on-line or in a traditional classroom or seminar format.
Undertaking State Records' education modules should facilitate general awareness of individual responsibilities with regards to adequately managing South Australian Government records. State Records is not prescribing the development of thousands of Records Managers in South Australian Government. In recognition of this, the majority of public servants (98%) will be required to undertake records management induction and/or awareness sessions (education) only.
The Across-Government Records Management Accredited Training and Education Strategy includes generic training programs for all current and potential records and archive staff working across South Australian Government. However some aspects of the training will be targeted to specific staff members and/or Agencies depending on their roles and responsibilities in State Government.
The training program consists of the following:
Accredited Operational Training Courses which focus on the use of records management tools
TAFE Accredited Training Courses which focus on the application of a strategic record management program
A University based Diploma Course modelled on the Public Sector Management Course which focuses on developing business analysis, applied learning and management skills
An Undergraduate Degree Course which focuses on the development of strategic elements of records management
A Post graduate Diploma and Masters Course, which focuses on strategic development skills in records management and its relationship to knowledge / archive / document/information management.

Execution of the Across-Government Records Management Accredited Training and Education Strategy will ensure that all staff are informed, supported and equipped with the appropriate skills and applied knowledge to implement the needed improvement in records management systems, tools and practices within South Australian Government. Furthermore, this will allow Agencies and Authorities to meet the minimum compliance requirements of the Adequacy Standard for Records Management 2002.
An Across Government Records Management Strategy Plan has been prepared in conjunction with the Training and Education Strategy to effectively promote the need for, and benefits to Agencies from, applying the principles of the Adequate Records Management Standard to their recordkeeping systems, tools and practices. The Across Government Records Management Strategy Plan prescribes the need for a TAFE and University based curriculum to meet the growing requirement to raise the professional standing of State Government employees performing records management functions.
