Accredited Operational Training

The operational accredited training courses offered by State Records of South Australia meet an immediate need for participants. For example:

  • How to use a Records Disposal Schedule?
  • How to transfer records?
  • How to classify records?

However, records management is more complex than the application of tools and processes. Accordingly, State Records has developed the Across-Government Records Management Accredited Training and Education Strategy which sets out a new direction for South Australian Government public servants by addressing recordkeeping training and education issues and providing a framework for change.

This strategy outlines four goals and associated actions that need to be jointly pursued by both State Records and Agencies and Authorities. As a result, records management practitioners and their respective agencies can be confident that appropriately skilled and knowledgeable people are managing their operational and strategic recordkeeping programs.

Additionally, public servants that undertake the Accredited Training and Education Programs will be aware of their responsibilities and better able to support their Agency, Chief Executive and Records Manager fulfil their organisations information management requirements.

The Accredited Operational Training courses are also available to members of the public and records management practitioners from private enterprise.

The courses outlined below are aimed at records management practitioners.

The course provides participants insight into the operation of the Freedom of Information Act, 1991 in order to determine a freedom of information application.

The course is designed to cover the internal administrative procedures required by S.A. Government entities. Enrolment in this course is restricted to S.A. State Government, Local Government and University staff.

The course covers the following:

  • General description of the Freedom of Information Act
  • Outlines Freedom of Information legislation in the context of other administrative law
  • The responsibilities of Accredited FOI Officers in determining applications made under the Freedom of Information Act
  • Discussion of the exemption provisions and reasons for refusing a application made under the Freedom of Information Act
  • Freedom of Information (Fees and Charges) Regulations

This course is designed to significantly advance the practical knowledge and skills of FOI practitioners in the procedural aspects of handling FOI requests according to the requirements of the Freedom of Information Act, 1991.

The four most common procedural aspects facing FOI requests are:

  • consultation with third parties
  • lost or non-existent documents and deferral of access
  • unreasonable diversion of resources
  • calculation of charges

The course will help the FOI practitioner become familiar with the best way of approaching the procedural aspects of the FOI Act.

This course is designed to significantly advance the knowledge and skills of FOI decision-makers and practitioners in assessing whether documents ought to be exempt from release under the Freedom of Information Act, 1991.

Four different scenarios have been written to cover in detail all exemptions commonly in issue when making FOI decisions. Each scenario focuses on one of the four themes.

  • documents of a particular type
  • the effect of release of documents
  • protection of essential public interests
  • protection of private interests

This course will help FOI decision-makers and practitioners become familiar with the best way of approaching decisions on the applicability of exemption provisions.
